Kent JPPB (Housing) Terms of Reference

Overall Responsibilities


The Kent Joint Policy and Planning Board for Housing is a strategic partnership between health, housing and social care. The Board incorporates representation from all the East and West Kent local housing authorities, Supporting People, East Kent Primary Care Trust, Kent and Medway NHS and Social Care Partnership Trust (KMPT), East and West Kent Social Services, Kent Children Families and Education, Kent Drug and Alcohol Action Team, Kent Probation, Youth Offending Services, Rainer 16+ and the Service for Unaccompanied Asylum Seeking Children.

The JPPB provides the forum where strategic issues requiring joint working between health, housing and social care, can be raised and measures to address them, developed.

A Local Authority Head of Housing chairs the Board and the current Chair of the JPPB is Bob Porter, Housing Services Manager, Shepway District Council.


Strategic Responsibilities


1. To identify, accurately and in conjunction with other relevant agencies, those
needs that are key to meeting the Board’s overall responsibilities through effective
communication with all agencies and the wider community.

2. To develop housing strategies across Kent, which are clearly targeted to
meet identified needs and priorities and specifically which complement:

- Health Local Delivery Plans
- Local and national social care targets
- Local Authority housing strategies
- Kent Supporting People Strategy

3. As a key component of such strategies, to seek to make effective use of existing
partnership resources to meet the most acute needs identified.

4. To identify, both across Kent and in specific localities, the key strategic
priorities for supported housing and their relative urgency, and to advise the Social
Services Directorate, East and West Kent PCTs and the health community on
strategic housing and housing related support issues.

5. To facilitate, promote and disseminate good practice in the sphere of housing and housing related support and raise awareness of the JPPB in other fora and to disseminate information on the work of the Board into the organization the Board members represent.

6. To commission and co-ordinate projects and activities in furtherance of the Board’s aims and to communicate effectively with all agencies involved in housing, health and social care across Kent, as well as the wider community.

7. To act as the strategic link between housing, health and social care in Kent and the Supporting People Core Strategy Development Group and to maintain active links with the Kent Housing Group, Kent Partnership Board and the Kent Supporting People Commissioning Body.

8. To act as a vehicle for strategic bidding opportunities, including validating and
prioritising all Supporting People growth bids from across Kent and to co-ordinate joint
planning and jointly financed projects.

9. To identify cross sector training needs, prioritise them and organise/procure training
events.

10. To monitor performance of indicators that cross over between housing/health/social
care.

11. To promote inter-agency working and identify links between the priorities of
district housing authorities and those of partner health and social care agencies and
Supporting People.


12. To ensure that in discharging it’s core strategic responsibilities, the Board’s
actions fully complement all other related legislation and guidance.
